The public is urged to exercise caution when approached by persons claiming to be security officials and to verify their credentials before engagement

The Uganda People’s Defence Forces have arrested three men accused of impersonation, forgery and kidnap.

The suspects, led by Mugwanya Shaban, had been masquerading as army officers, with Mugwanya introducing himself as a “Major.” He even acquired a military uniform complete with Major’s insignia.

Those arrested include Mugwanya Shaban the ringleader, Mpanga Patrick, and Kyamanywa Peter. According to UPDF Director Defence Public Information Maj. Gen. Felix Kulayigye, Mugwanya was arrested last week in Kyengera dressed in ceremonial military attire.

At the time of his arrest, he was found with a dummy pistol and a fake UPDF Identity card.

Kulayigye revealed that Mugwanya and his accomplices, who are still on the run, have been involved in various crimes including land fraud, extortion, and other related offenses.

“When interrogated, Mugwanya confessed that he bought the military uniform for 150,000/- Uganda shillings and the insignia for 60,000/- shillings from a Taylor only identified as Alex at Cooper Complex in Kampala,” Kulayigye said.

Kulayigye adds that at times, Mugwanya reportedly introduced himself as a State House Operative. It is also alleged that he worked with other individuals still under investigation, including Police Constable Seremba Benard, Corporal Okirya Moses, and Major (Rtd) Katende Jimmy, who are believed to be security officers involved with him in land-related fraud.

The UPDF has warned the public to remain vigilant against such fraudsters and promised to pursue the remaining suspects so they can be prosecuted for the offences committed.

“The public is urged to exercise caution when approached by persons claiming to be security officials and to verify their credentials before engagement” Kulayigye warned.

After interrogation, Mugwanya admitted that he had never been a soldier and was simply a businessman dealing in cattle trading. He confessed that he began impersonating an officer in 2024 to commit fraud.
