Nantaba Saga: Ssebulime’s family threatens to sue government for Shs10bn

The family of the late Ronald Ssebulime who was killed by police on Sunday has threatened to sue government for shs10 billion.

Police on Wednesday admitted its officers made a mistake when they murdered by shooting to death after arrest, Ronald Ssebulime, a man suspected to have followed ICT minister Aida Nantaba’s vehicle on Sunday.

In a notice to the Attorney General, Ssebulime’s family through their lawyers of Muwada and Company Advocates has said that the deceased was the sole bread winner whose murder left four helpless children, a biological mother in advanced age and other relatives who were all directly depending on Ssebulime.

“The murder of Ssebulime has caused gross loss of sustenance on all dependents, totally devastated the feelings and hope of surviving dependants,”the family says.

 “The late was a young, industrious and innocent man whose murder attracts civil and criminal liabilities. His murder  warrants quick and open criminal trial to ensure that the culprits who are your government officers serving under the Uganda Police Force together with Aida Nantaba, a minister in the government of Uganda are prosecuted. We accordingly demand justice.”

 Ssebulime’s family demands that government prosecutes the police officers involved in the murder, on top of ascertaining the mental status of Minister Nantaba arguing that her conduct before and after the murder continues to be suspicious of her mental faculty.

“Pay without fail, a compensatory sum Shs 9.9 billion in lieu but not limited to special, general and punitive damages arising from the unlawful murder of the late Ronald Ssebulime.”

The family also demands that money and other belongings found in the possession of the deceased during the arrest and resultant killing should be refunded.

“Should you  fail, ignore, abandon, refuse or delay to adhere to our lawful demands, we have strict instructions to commence all legal redress and seek all remedies herein both local and international.”

The letter has also been copied to the Inspector General of Police, Director Public Prosecutions and the chairman Uganda Human Rights Commission.

Before police admitted unlawfully killing Ssebulime, eyewitnesses had accused police of arresting handcuffing and later shooting him dead.

“They arrested him, bundled him on the back of the pickup while on handcuffs but later got him out and shot him twice,” said one of the eyewitnesses in Naggojje where Ssebulime was killed.

On Wednesday, Police spokesperson Fred Enanga said the officers on the patrol vehicle that arrested Ssebulime gave their commanders wrong information regarding the circumstances under which he had been shot dead.

“We regret that our initial media release of Sunday, 24th March 2019, surrounding the drive by threats by Hon. Idah Nantaba was not totally accurate,”Enanga said.

“It is true that the deceased was removed from the police pickup and instantly shot dead by our officer.”

Enanga said three officers were in charge of the police patrol vehicle that intercepted, arrested, handcuffed and later shot dead Ssebulime had been arrested.

He named the three officers as Cpl Edward Ssali who was the car commander, Constable Ronald Opira and Constable Ronald Baganza whereas another officer identified as Constable Robert Cherotich who is on the run is also wanted.

“They have been arrested for trying to conceal the true facts of the events surrounding the killing of Ssebulime Ronald, after they submitted false reports about what really happened upon intercepting the suspects.”
