COSASE sends Police CIID, CAA after Bagyenda as she leaves country on short notice

The Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), has ordered Police CIID and Civil Aviation Authority (CAA) to monitor former executive director in charge of Supervision at Bank of Uganda, Justine Bagyenda’s movements after she ‘abruptly’ left the country yet she was to appear before the committee.

Bagyenda yesterday faced a torrid time in Parliament as MPs demanded to know whether she has any clue on the whereabouts of the inventory reports of some of the banks that were closed/sold.

Bagyenda who kept shifting in her seat, denied that she was in possession of documents about the closed banks telling the committee instead to question other officials.

During the same committee meeting later, Bagyenda clashed with her successor Tumubweine Twinemanzi and Governor Tumusiime Mutebile when she claimed she had submitted files regarding the closure of banks but the duo denied ever chancing on those files even through her hand over reports.

COSASE noted there was confusion in submissions, and asked that Bagyenda return with a proper account the next day (Today).

With the COSASE ready to meet Bagyenda today, they were shocked to find she left the country yesterday.

In a letter dated November 22, 2018, Bagyenda claims she is out of the country “to attend some engagements which I had confirmed before receipt of your letter Ref Gov.902 dated 19/11/2018 regarding COSASE meetings.”

According to COSASE chairman, Abdu Katuntu, Bagyenda disrespected the committee by not informing them earlier because yet was with them on Wednesday and Thursday.

Katuntu said that even Mutebile was unaware of Bayenda’s travel until Yesterday. He now insists that CAA and CID monitors Bagyenda’s travels to ascertain whether she’s just not dodging the probe where she’s expected to produce inventory reports of defunct banks.

“Because of her response, we are issuing summons for her to appear on Tuesday, failure to do so, we will issue arrest warrant,” Katuntu said.

Katuntu thanked Governor Mutebile for attending all sittings despite his busy schedule; “His (Mutebile) appearance shows he respects procedure and parliament.
