Museveni says local training schools for prisons, army have contributed to huge savings by governments

President Yoweri has said that having training schools for the army, police and prisons in the country has saved government a huge sum of money that would be spent in trainings abroad.

The UPDF has a number of colleges including Uganda Military Academy, Kabamba in Mubende District, Uganda Senior Command and Staff College in Jinja district and Uganda Urban Warfare Training School, Ssingo in Nakaseke district among others.

Apart from Kabalye training school in Masindi, Uganda Police also has command and staff college in Bwebajja, along Entebbe road in Wakiso district.

The Uganda Prisons have the Prisons Academy and Training School, located in Luzira.

Speaking at the pass-out ceremony for 919 prisons officers on Friday, Museveni said that in the past, government would spend a lot of money for trainings of these security officers abroad , adding that with the construction of local training schools, the money has been saved.

“In the past, we could squander a lot of money to train officers. An example is a cadet officer in the army who would be costly to train at Sandhurst,”Museveni said.

Museveni said this was corrected when the various security forces got their own training schools for their officers adding that soon the Ugandan army will also have a National Defence Academy.

He applauded the prisons authorities for doing a good job in instilling society manners into criminals.

The Commissioner General of Prisons, Dr.Johnson Byabashaija told the president that they need more than 39000 officers to increase the number to the required force of 49000 but in response, Museveni said such issues would be worked upon gradually as funds cannot allow it done now.

“I know you need to have 49000 people and the police wants 80000 people but as the adage goes that the size of the head determines the hairstyle, we do things according to resources,”Museveni said.

“When we recruit new officers, we would have to feed them, pay them every month and cater for them when they fall sick. That is why we are always slow.”

Museveni also applauded the prisons services for focusing on skills for the prisoners which is good for the entire country when they acquire skills helpful to them when they get out of jail.

He warned the new recruits against bad behaviours like involvement in prostitution, alcohol and corruption which will end up ruining their careers.

A total of 919 officers were passed out , 213 of these being Non Commissioned Officers who underwent a three months’ training whereas 706 were new recruits who had a training lasting for nine months.

President Museveni also commissioned 480 low cost houses constructed by the prisons.
