Uganda mulls changing governance system

Uganda is mostly under the presidential governing system that came after the hybrid system enacted post-independence.

There have been calls from some politicians to change from this to a parliamentary system of governance.

In a high level meeting organized by the Uganda NGO forum, a discussion of the pros and cons on the matter took center stage.

Wandera Ogalo, the keynote speaker, says Uganda has already been partly under the parliamentary system which would be an easy transition.

"Though a presidential system may seem democratic but a stubborn candidate may refuse to leave," he says.

Dr Nansozi Muwanga's view about the transition is that it requires a lot before the year 2025, which Winnie Kiiza is skeptical can be achieved

"The more we ask for reforms last minute we will get crumbs," Kiiza said.

This debate has seen many criticize the current NRM government for planning to usurp the last say citizens have in electing leaders.

The last two elections have seen the term and age limit lifted to pave way for the incumbent to retain his seat.
