Kampala: Over Shs 100 billion for road projects is missing

More than Shs100 billion meant for road construction and maintenance in Kampala remains unaccounted for according to a report.

The Public Accounts Committee report of KCCA was presented to the Kampala Lord Mayor Erias Lukwago by the KCCA finance minister Moses Kataabu.

The report highlighted gross mismanagement, double payments and undue payments by KCCA to different stakeholders without following the due processes.

According to the officials, with such inflated figures and exorbitant expenditures, KCCA has lost colossal sums of money to unscrupulous companies like the China Railway Group Seven that was black listed by the World Bank.

Lukwago and the city's executive committee want parliament to summon the former executive director of KCCA Jennifer Musisi and the former director Legal Charles Ouma over the unaccounted for money which was meant to be used on KCCA's several projects.

Lukwago implored the Minister for Kampala, Betty Amongi, to present the report to Parliament for scrutiny.

"We are going to insist when this report is laid before parliament that Ouma and his team who were manning the procurement department unit be arrested and prosecuted for causing financial loss of this magnitude,"said Lukwago during a press briefing.

He said Kampala has just a third of constructed roads yet the then head of technical wing Jennifer Musisi and Director legal Ouma misused the mandate from the authority when awarding such fraudulent contracts.

He reiterated that need for the oversight role from the political leadership to help in service delivery.
