The operation, which began at 7:00 a.m., saw traffic police mount roadblocks on major roads, stopping vehicles and motorcycles to enforce the government directive.
Motor vehicles and motorcycles found operating without the required documentation were impounded and taken to Lyantonde Police Station.
However, motorists who produced evidence that they were transporting patients to health facilities were allowed to proceed.
District leaders also conducted inspections of homes across the town. Residents found at home without taking part in the clean-up exercise were questioned, while those who failed to provide satisfactory explanations were arrested.
Authorities marked homes whose occupants failed to participate with the letter "A" (Absent) and directed the owners to report to the Lyantonde Town Council offices to explain their absence.
Health facilities were also inspected during the exercise, with the Resident District Commissioner warning some clinics over poor sanitation standards.
One health worker was publicly reprimanded after his clinic was found operating in an unhygienic environment.
The clinic owner was ordered to appear before the RDC's office on Monday to explain why disciplinary action should not be taken.
The RDC also criticised the poor sanitation at Lyantonde Main Market, where he instructed traders and local leaders to clean the facility.
"I will not leave this market until it is properly cleaned," the RDC said.
Lyantonde Town Council Mayor Ali Bbongo Ddamulira attributed the district's waste management challenges to the lack of a garbage collection truck.
"One of our biggest challenges is that Lyantonde does not have a garbage collection truck. This has made waste management extremely difficult despite our efforts to keep the town clean," Ddamulira said.
Lyantonde District Woman Member of Parliament Doreen Birungi Katushabe commended President Museveni for introducing the nationwide Bulungi Bwansi programme but acknowledged that inadequate waste management infrastructure continues to affect the district.
"We appreciate the government for promoting Bulungi Bwansi. As leaders, we are committed to finding lasting solutions to the garbage problem affecting Lyantonde," Katushabe said.
Despite the enforcement operation, authorities said public participation remained low, with many homes staying closed even though their occupants were believed to be inside. Much of the cleaning was carried out by police officers, government workers and a small number of residents who voluntarily participated.
District leaders announced that another community clean-up exercise will be conducted next Friday in an effort to improve sanitation and encourage greater public participation in keeping Lyantonde clean.
