Hoima Suspends MS Consort Quarry Operations Over Compliance Breaches

Hoima District has suspended operations of MS Consort Quarry Ltd at Kyakasato Quarry in Kisukuma Sub-county over alleged failure to comply with regulatory requirements.

In a Wednesday, July 15, 2026 letter, District Chairperson Uthuman Mubaraka Mugisha said the suspension followed several notifications issued by district authorities, which the company had failed to act upon.

Among the concerns cited by the district are failure by the company to provide a certificate of approval, blasting permit, occupational safety and health permit, and proof of compensation for project-affected persons in line with standard compensation rates.

The district also accused the company of failing to fence off the quarry to protect community members, establish a functional clinic, and provide personal protective equipment to employees.

On June 2, 2026, the District Executive Committee and District Security Committee resolved to suspend the company’s operations until the compliance concerns are addressed.

Uthuman said although the district welcomes investors, it will not allow businesses to operate in disregard of legal and safety requirements.

“Whereas the district wants to work with investors, it will not allow MS Consort to continue operations in total disrespect to compliance regulations,” he said.

Efforts to obtain a comment from MS Consort Quarry Ltd were unsuccessful, as company officials did not respond to phone calls or messages.
