The affected officials are the District Health Officer, the Principal Education Officer, the District Inspector of Schools and the Principal Human Resource Officer.
In a letter dated July 10, 2026, Permanent Secretary Ben Kumumanya directed the Chief Administrative Officer of Mbale District to interdict the four officials in accordance with the Public Service Standing Orders.
"As you are aware, the Honourable Minister of Local Government convened a meeting in Mbale District and a number of issues were raised against the above officers. The issues raised in the meeting included gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety, among others, which have greatly compromised service delivery in the district," Kumumanya wrote.
He said the decision was taken to allow investigations by the State House Anti-Corruption Unit and other relevant government agencies.
"Accordingly, it has been decided that the above-mentioned officials be interdicted to pave the way for investigations by the State House Anti-Corruption Unit and other relevant government agencies," the letter states.
Kumumanya instructed the Chief Administrative Officer to implement the directive immediately.
"In line with the above, this is to instruct you to interdict the above officers with immediate effect as stipulated under Section (F-s) 14 of the Public Service Standing Orders, 2021," he said.
"The purpose of this communication is to forward to you the above instruction for your urgent action accordingly," he added.
The letter was copied to the Minister of Local Government, the Minister of State for Local Government, the Inspector General of Government, the Head of Public Service, the Head of the State House Anti-Corruption Unit, the Resident District Commissioner for Mbale District and the Mbale District Chairperson.
The ministry did not disclose the specific allegations against each of the four officials, saying the interdictions are intended to facilitate ongoing investigations.
