Forum for Democratic Change (FDC) has condemned the arrest of prominent lawyer Erias Lukwago, describing the action by security agencies as intimidation and a violation of fundamental human rights.

Lukwago, who represents opposition figure Dr. Kizza Besigye, was reportedly arrested on Thursday morning from his residence in Wakaliga, a Kampala suburb. Preliminary reports indicate that security operatives surrounded his home before taking him to an undisclosed location and confiscating unspecified documents.

The arrest comes amid an ongoing legal battle in which Dr. Besigye has filed a case against Gen. Muhoozi Kainerugaba and several security officials. The case raises several contentious issues, including Besigye’s alleged arrest while in Kenya alongside Sheikh Obeid Kamulegeya. Court records indicate that respondents are expected to file their defence on June 18, 2026, ahead of a scheduled hearing on June 30, 2026.

FDC leaders have linked Lukwago’s arrest to the case, arguing that the timing raises concerns about interference with judicial proceedings and attempts to frustrate legal representation.

Speaking on behalf of the party, Robert Centenary, the FDC Deputy Chairperson for the Western Region, condemned the arrest and the alleged seizure of legal documents, describing the incident as a violation of Uganda’s Constitution and the rule of law.

“This is a clear act of intimidation not only against Lukwago but also against all legal practitioners and Ugandans seeking justice through lawful means,” Centenary said.

The party further called for fairness and impartiality in handling Dr. Besigye’s case, urging security agencies to avoid actions that could undermine judicial independence and civil liberties.

FDC officials also used the statement to criticize the recently approved national budget, estimated at about shs 84 trillion, arguing that it places a heavy burden on ordinary citizens, particularly low-income earners, and fails to adequately address key socio-economic challenges.

They called on government to review its fiscal priorities and introduce adjustments aimed at easing financial pressure on vulnerable populations.

As of press time, security agencies had not issued an official statement regarding Lukwago’s arrest or his whereabouts, a situation that has heightened concern among human rights advocates and opposition leaders.

The incident adds to growing political tension between opposition figures and state security agencies, with renewed calls for adherence to constitutional principles, respect for human rights and protection of the rule of law.
