Consecration of Busoga Bishop-Elect Hangs Over Unpaid Diocesan Debt
Busoga Diocese has been directed to clear an outstanding Shs24.8 million Provincial Quota before the consecration of its Bishop-elect, with the ceremony now at risk if the debt is not settled in time.

The Church of Uganda’s Provincial Secretariat has issued a stern directive to Busoga Diocese, urging it to immediately settle an outstanding Provincial Quota of Shs24.8 million or risk delaying the consecration of its Bishop-Elect.

In a letter dated December 3, 2025, addressed to the Rt Rev Paul Moses Naimanhye, the outgoing retired Bishop of Busoga Diocese, Provincial Secretary Rev Canon William Ongeng stressed that the consecration of the 4th Bishop of Busoga Diocese, scheduled for December 14, 2025, cannot proceed until the financial obligations are met.

According to the communication, a provincial team visited Busoga Diocese on November 28, 2025, to assess preparations for the consecration ceremony.

During the visit, concerns were raised over the Diocese’s failure to clear the longstanding Provincial Quota debt, despite prior reminders and guidance in an earlier letter dated October 13, 2025.

The provincial guidelines are clear: “Unless a diocese has cleared the Provincial Quota to ZERO, the consecration will not take place,” Rev Canon Ongeng noted, emphasizing that the diocese’s past financial history and previous consultations with provincial authorities make the matter urgent.

The letter also highlighted that the archbishop expects the diocese to fully settle the outstanding balance to allow the consecration to proceed as planned.

Copies of the letter were sent to the Archbishop, the Provincial Chancellor, the Diocesan Chancellor of Busoga Diocese, the Chairperson of the Consecration and Enthronement Committee, and the Head of Laity for the Diocese, underscoring the seriousness of the issue.

However, Rev David Munobwa, an administrative assistant Bishop Emeritus Naimanhye, told the Nile Post on Thursday that the debt was "cleared to zero" and that the letter was written before the cheque matured.

"I'm the one who banked those cheques," he said.

Asked when the cheques matured since the letter is dated October 3, Rev Munobwa said "the cheque was written on the same day".
