A major examination scandal has hit Kisoro District after a teacher was arrested for allegedly leaking the PLE Science paper to candidates before the official start of the exam.
The suspect, identified as Michael Begumisa, a teacher at Kashenyi Integrated Primary School in Ntungamo District, was apprehended on Monday, November 4, 2025, after being caught with the leaked paper on his smartphone.
According to Asizua Gordon Okua, a Senior Inspector of Schools from the Directorate of Education Standards, Begumisa, who was serving as a UNEB scout at St Allens Primary School in Kisoro, was found with the Science paper and answers on WhatsApp two hours before the exam began.
Okua immediately alerted the authorities, leading to Begumisa’s arrest and detention at Kisoro Central Police Station.
Kigezi Regional Police Spokesperson Elly Maate confirmed the arrest, saying investigators had seized the suspect’s phone for forensic analysis to trace the source of the leak.
“The police will leave no stone unturned to bring all those involved in this exam malpractice to book,” Maate said.
The Uganda National Examinations Board (UNEB) has repeatedly warned against exam leaks and malpractice, which threaten the credibility of national assessments.
The board has also tightened security measures this year, deploying more scouts and inspectors to ensure integrity throughout the examination period.
Begumisa remains in custody as police continue their investigations.
