Justice Emmanuel Baguma delivered the ruling via email on Friday, meaning the two will remain in custody.
Besigye and Lutale have been in prison since November 2024, when they were arrested in Nairobi and arraigned before a military court.
In January 2025, the Supreme Court outlawed the trial of civilians in military tribunals, prompting their transfer to the civilian High Court to face treason and misprison of treason charges.
The pair have since been denied bail on multiple occasions, with Friday’s decision marking yet another setback in their bid for temporary release.
