Nebbi District Commends Hoima for Progress in Parish Development Model Implementation
Nebbi District local government leaders on a benchmarking visit praise Hoima’s success in advancing the Parish Development Model (PDM), microscale irrigation, and agro-industrialization programs.

Nebbi District local government’s Standing Committee on Works, Production, Natural Resources, and Commercial Services has commended Hoima District for notable progress in implementing the Parish Development Model (PDM) program.

The committee, led by Nebbi Deputy Chief Administrative Officer (CAO) Muruta Mugaga, visited Hoima District for a benchmarking mission focused on PDM, microscale irrigation systems, and agro-industrialization.

Upon arrival, the team was welcomed by Hoima’s Principal Assistant Secretary in the CAO’s office, Evelyne K. Businge.

The visit started with a presentation on PDM and microscale irrigation by Hoima District Production Officer and PDM focal person, Dr. Kajura Charles.

Dr. Kajura shared that Hoima received Shs 5.5 billion for the 2024/2025 financial year and expects an equivalent allocation for 2025/2026.

Joining the delegation were Hoima’s recently appointed Deputy Resident District Commissioner (RDC), Christopher Aine, and other technical stakeholders.

Deputy RDC Aine praised Nebbi District for choosing Hoima as a learning site, emphasizing that PDM should be prioritized by all stakeholders to promote household income generation and agro-industrial growth.

The visiting team toured farms practicing microscale irrigation of coffee, cocoa, and bananas, and visited PDM beneficiaries and farmer groups.

Deputy CAO Mugaga lauded Hoima for disbursing 100% of PDM funds to beneficiaries and noted the district’s successes despite challenges, such as farmers’ failure to co-fund microscale irrigation projects.

He expressed optimism that Nebbi District will overcome similar challenges by learning from Hoima’s experience.
