NRM Finalises Draft Manifesto Ahead of August Delegates Conference
Secretary General Richard Todwong says new manifesto focuses on wealth creation and will be presented to top party organs this month.

The ruling National Resistance Movement (NRM) has completed the first draft of its 2026–2031 manifesto, Secretary General Richard Todwong has revealed.

Speaking to the Nile Post, Todwong said the party has been engaged in extensive consultations and research across the country to craft a forward-looking document that will guide Uganda’s next development phase.

“We have been working—besides the internal elections—on our manifesto,” Todwong said.

“The first draft will be presented to the Central Executive Committee (CEC) on August 18, 2025, and later to the over 40,000 delegates in Kampala. We can't reveal the contents yet, but it's worth it.”

The draft comes ahead of the NRM National Delegates’ Conference, slated for August 25, 2025, which will this time be held at the Kololo Independence Grounds instead of the traditional venue, Namboole Stadium.

The conference is expected to attract more than 40,000 delegates from across Uganda. During the event, party members will elect representatives to the Central Executive Committee (CEC) and National Executive Council (NEC), and formally confirm the party’s presidential flag bearer for the 2026 general elections.

To avoid logistical confusion, Todwong said the party has already begun vetting attendees in advance.

While details of the draft manifesto remain confidential, Todwong hinted that its themes will build on the foundations laid in the 2021 manifesto, with an even greater emphasis on wealth creation and empowering ordinary Ugandans to achieve prosperity.

“The focus is on improving livelihoods and giving the common person the tools to create wealth,” he said.

The manifesto process marks a key step in the NRM's preparations for the 2026 elections and signals the start of a more intense political season for the ruling party.
