Top military commanders from Rwanda and Uganda have gathered in Nyagatare, Eastern Province, for a three-day joint meeting aimed at reviewing border security and deepening military cooperation.
The fifth Proximity Commanders’ Meeting, which runs from June 18 to 20, 2025, brings together officers from the RDF and UPDF divisions deployed along the Rwanda–Uganda border.
The talks seek to assess the prevailing security situation, address challenges affecting border communities, and explore ways to strengthen bilateral coordination.
Rwanda is represented by Brigadier General Pascal Muhizi, Commander of the RDF 5th Division, while Uganda’s delegation is led by Major General Paul Muhanguzi, Commander of the UPDF 2nd Infantry Division.
Also attending the meeting are Rwanda’s Defence Attaché to Uganda, Colonel Emmanuel Ruzindana, and his Ugandan counterpart, Brigadier General Emmanuel Shilling, who serves as Defence Attaché to Rwanda.
The series of meetings, now in its fifth iteration, is part of ongoing confidence-building efforts between the two countries’ militaries following years of tense diplomatic and security relations.
Discussions are expected to touch on issues such as cross-border crime, smuggling, civilian movement, and joint responses to emerging threats.
Both sides are expected to issue a joint communiqué at the close of the meeting on Friday.
