Bintou Keita, head of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), arrived in Goma on Thursday for a crucial three-day visit aimed at strengthening dialogue with the armed group M23 and supporting peace and security efforts in the volatile eastern region.

During her visit, Keita is scheduled to meet with representatives of the Alliance of Patriots for Change (AFC)/M23, which currently exercises significant control over parts of North Kivu province, including areas around Goma.

The meetings will focus on MONUSCO’s mandate priorities, with a particular emphasis on the protection of civilians — a persistent challenge amid ongoing clashes and instability.

M23, a rebel group originally active from 2012 to 2013, resurfaced in recent years and has established a quasi-governmental presence in some parts of eastern DR Congo.

While the group claims to represent marginalized communities and seeks to address governance deficits, their control has also been linked to continued violence, displacement, and humanitarian crises.

MONUSCO, deployed since 2010, is tasked with supporting the Congolese government in stabilizing the region, protecting civilians, and facilitating humanitarian assistance.

However, the mission’s relationship with M23 has often been complex, oscillating between confrontation and cautious engagement.

In her statement upon arrival, Keita expressed solidarity with the people of Goma and MONUSCO personnel on the ground, acknowledging the resilience of communities affected by years of conflict.

“I am here to listen and express my solidarity with the people of Goma and with the staff of MONUSCO. Your resilience is remarkable,” she said.

Experts note that sustained dialogue between MONUSCO and M23 is vital for de-escalating tensions and building pathways toward lasting peace.

The mission aims to leverage these engagements to encourage M23’s commitment to ceasefires, disarmament, and integration into peaceful political processes.

As eastern DR Congo remains a hotspot of instability, international efforts, including MONUSCO’s continued presence and engagement with armed groups, will be critical in restoring security and supporting development in the region.
