The Uganda Communications Commission (UCC) is set to collaborate with the Producers Guild Uganda on the development of a Film Industry Management Framework aimed at professionalising and strengthening the country’s film sector.

The announcement was made by UCC Executive Director Nyombi Thembo following a meeting held last week with the Producers Guild, led by filmmaker Mathew Nabwiiso.

According to Thembo, the discussions marked a significant shift from focusing solely on industry challenges to planning the future direction of Ugandan cinema.

“What excites me the most is the commitment to collaborate on creating a Film Industry Management Framework. This will be crucial for establishing the foundations for professionalism and sustainability in the film sector,” Thembo said in a statement.

The proposed framework is expected to guide the development and regulation of Uganda’s film industry by integrating contributions from key stakeholders, including government institutions, universities, producers, writers, actors, and distributors.

“We aim to gather insights and opinions from every corner of the industry through this collaborative process,” Thembo added, emphasizing the need for inclusivity in crafting a structure that addresses the sector’s unique challenges and opportunities.

The UCC head described the initiative as a potential turning point for the industry and expressed optimism that the collaboration would lead to meaningful reforms.

The Producers Guild Uganda is one of the key industry bodies representing film professionals and has recently intensified calls for stronger governance structures to improve quality, investment, and global reach in Ugandan cinema.
