The Uganda Medical Association (UMA) has called for the immediate release of opposition leader Dr. Kizza Besigye, citing concerns over his deteriorating health and the urgent need for specialized medical care.
In a press statement, UMA expressed deep alarm over Besigye’s condition while incarcerated at Luzira Prison, describing it as critically concerning.
The association stressed that Besigye requires immediate medical attention at a facility of his choice, in accordance with Uganda’s constitutional right to healthcare.
“Dr Besigye is visibly unwell, struggling with motor functions and other serious symptoms. It is crucial that he receives specialized care to avoid irreversible health consequences,” said UMA Secretary General Dr Joel Mirembe.
UMA also invoked international human rights standards, particularly the United Nations Standard Minimum Rules for the Treatment of Prisoners (Nelson Mandela Rules), which guarantee detainees the right to adequate medical care without discrimination.
The association has called on authorities, including President Museveni, the judiciary, and Parliament, to facilitate Besigye’s immediate release on medical grounds and permit an independent team of experts to assess his condition.
Should his release be delayed, UMA has demanded continuous health monitoring and compliance with global human rights standards regarding his detention conditions.
“We will not remain silent if prisoners' health rights are violated. We stand firm in advocating for proper medical treatment for all detainees,” Dr Mirembe stated.
Besigye appeared frail and alarmingly weak during a court session on Thursday, fueling concerns about his declining health.
Reports suggest that Besigye has been on a hunger strike in protest against his prolonged detention, which has worsened his already fragile condition.
Besigye was arrested on November 16, 2024, and charged with treason before a military court. His detention has sparked debates about judicial independence, particularly after the Supreme Court ruled last month that civilians cannot be tried in military courts—a decision that should have led to his release.
Despite this ruling, Besigye remains in Luzira Prison. Uganda Prisons authorities have denied reports of a hunger strike, insisting that he is in good health and receiving adequate care.
However, his allies strongly dispute this, pointing to his visibly frail condition in court.
