Whenever a gruesome murder has been committed against a prominent person, President Museveni has always been quick to announce new measures, aimed at ensuring security.
When Felix Kaweesi was murdered in April 2017, Museveni told people to "sort out" those who trail them suspiciously and said CCTV cameras will be installed in urban centres.
While addressing mourners at Col. Ibrahim Abiriga’s burial, the president directed that all Boda Boda riders should wear numbered helmets and also banned the wearing of hoodies.
However, in interviews with The Nile Post, security experts downplayed the effectiveness of these measures calling them knee jerk reactions.
"The government needs to invest better in capable security human resource especially if the investigations are to be done well and conclusive," Muntu said.
Muntu expressed concerned over the president’s remarks where he blamed the opposition for Col.Abiriga’s death.
The former army commander said this blame game was wrong.
Maj Gen Kasirye Ggwanga, a senior presidential advisor, said that the breakdown in the shared responsibilities between the masses and the security services had caused the wave of insecurity.
