The State Minister for ICT and National Guidance, Godfrey Kabbyanga Baluku, has outlined government’s priorities for accelerating Uganda’s digital transformation, with a focus on expanding connectivity, automating public services and strengthening cybersecurity.
Appearing before Parliament’s Committee on ICT, Kabbyanga led a ministry team to present the Ministerial Policy Statement for the 2026/2027 financial year, anchored on the Fourth National Development Plan (NDP IV), the Tenfold Growth Strategy and the NRM Manifesto.
He said government will prioritize the automation and full rollout of digital services across agencies to improve efficiency and service delivery. The plan also includes expansion of the National Backbone Infrastructure and last-mile connectivity to address gaps in internet access, particularly in underserved areas.
“We are focused on ensuring that ICT becomes a key driver of socio-economic transformation and inclusive growth,” Kabbyanga said.
The minister further revealed plans to establish additional Digital Terrestrial Television (DTT) sites and deploy Direct-to-Home (DTH) services to widen access to information across the country.
Other priorities include scaling up digital literacy programmes to equip citizens with relevant skills, promoting local innovations to support homegrown solutions, and strengthening national cybersecurity systems to protect critical infrastructure.
Kabbyanga also stressed the enforcement of the Data Protection and Privacy Act as essential in building public trust in Uganda’s digital ecosystem.
