Kakande told PAC that the Resident District Commissioner (RDC) in Kassanda hesitated to announce Nsamba’s victory, citing the sensitivity of Ugandan elections and referencing historical tensions from 1981.

His intervention ensured that Nsamba’s win, by a razor-thin margin of 116 votes—12,274 to 12,158—was officially declared, securing the NUP legislator’s place in Parliament.
