Police have dismissed reports that former aide to the Inspector General of Police Assistant Commissioner of Police, Jonathan Baroza is wanted by the Chieftaincy of Military Intelligence in relation to kidnap charges.
Various media platforms have been awash with reports that CMI has finalized plans to have Baroza, who is in Algeria as a police liaison officer arrested over similar charges in the army court as other senior officers.
However in response, Kasingye said they have not received any request to arrest Baroza.
“If anybody wants anyone in police, they have to make a request that comes to us. There is no request to us in regards to that,”Kasingye told journalists during a weekly news conference on Monday at the police headquarters.
“Baroza is there (in Algeria) doing his work normally.”
According the police spokesperson, it is a long process of extraditing someone from a foreign country to another country to answer certain charges, a process he said has never been fulfilled to have Baroza returned.
He explained that it can only happen when there an extradition treaty, deportation or through Interpol for someone to be forced back to their home country.
On reports that certain officers from CMI have already flown to Algeria in a bid to have Baroza brought back to answer charges of kidnap,Kasingye said there are just rumours that should not be relied on.
Time will tell if the words by the police spokesperson especially on the former aide and confidant to Gen. Kayihura will come to pass.
In 2013,Lt.Joel Mutabazi, an Israel trained commando who had previously been a bodyguard to Rwandan president Paul Kagame escaped from Kigali and sought refugee in Uganda on allegations of fears for his life .
Lt Mutabazi had been offered asylum and was awaiting outcome of his eligibility for refugee status when he was kidnapped by Ugandan police officers in Kampala and handed back to the Kigali court and charged with a number offences including murder and attempted murder among others.
He was later convicted and sentenced to life imprisonment.
