Police in Mbarara City North Division have confirmed the arrest of Richard Agumaniiwe, 27, from Katojo Cell, Katojo Ward, Mbarara City South Division, for attempted murder after allegedly knocking down SP Kennedy Ocaya, the OC Station of Ruti-Mbarara City South Division.

Rwizi Region Police spokesperson Samson Kasasira said Agumaniiwe struck SP Ocaya while the officer was on lawful duty during President Museveni’s campaign trail in Mbarara on Monday, December 1, 2025.

The incident occurred at around 4:00 PM at the Kikona Ruti Town Road junction along Mbarara-Kabale Road, and the incident quickly went viral on social media.

“Ocaya, together with his junior officers, was clearing the road for the President’s motorcade coming from Rwampara District to Mbarara City for the final rally of the day,” Kasasira explained.

The suspect, riding a Yamaha motorcycle with registration number UAC 177Z, allegedly ignored police signals to stop.

“He continued at high speed and intentionally knocked the complainant, leaving him with injuries,” Kasasira said.

SP Ocaya was rushed to a nearby health facility for first aid and is now reported to be stable.

The suspect appeared intoxicated at the time of arrest and was subjected to a breathalyzer test, popularly known as a ‘Kawunyemu,’ to determine his blood alcohol level as part of police investigations.

In the viral video, SP Ocaya is seen maintaining professionalism and composure despite being knocked down, a demeanor that has drawn widespread public praise.

Agumaniiwe remains in police custody as investigations continue, with authorities confirming that appropriate legal action will follow.
