“I thank him for his service to Uganda and salute him for three things: his integrity in public service, his contribution to strengthening the judiciary, and his role in promoting unity and reconciliation in Northern Uganda,” Museveni said.

The President said leaders who demonstrate integrity and commitment to national unity play an important role in building strong institutions and fostering reconciliation, particularly in regions that experienced conflict.

Museveni also used the occasion to reiterate his call for Ugandans to focus on wealth creation at the household level as a key driver of the country’s socio-economic transformation.

“I reminded wananchi that Uganda’s transformation will come from households engaging in wealth creation,” he said.

The President encouraged families to engage in intensive agriculture and small-scale enterprises such as poultry keeping, dairy farming, coffee growing, fruit farming and fish farming.

“Through intensive agriculture and enterprises such as poultry, dairy, coffee, fruits and fish farming, even families with small pieces of land can generate income,” he added.

Owiny-Dollo retired as Chief Justice on January 18, 2026, after reaching the mandatory retirement age of 70.

He was succeeded by his then deputy Justice Flavian Zeija.
