Capital Markets Authority Launches Sandbox to Accelerate Fintech Innovation

The Capital Markets Authority of Uganda has launched the Regulatory Sandbox Rules during the 7th FITSPA Annual Fintech Conference 2025 in Kampala, marking a major milestone in advancing Fintech innovation and financial inclusion within Uganda’s capital markets.

Speaking at the launch, Josephine Okui Ossiya, chief executive of the Capital Markets Authority, underscored the Authority’s commitment to supporting innovation while safeguarding investor protection and market integrity.

“The Regulatory Sandbox provides a safe, supervised environment for fintech innovators to test new products and business models under Capital Markets Authority oversight,” Ossiya said.

“It also enables direct engagement with the regulator to shape future policy and build investor confidence through transparent experimentation.”

The initiative supports Uganda’s 10-fold Growth Strategy, which aims to grow GDP from $63 billion to $500 billion by 2040, by fostering technology-driven capital mobilization and long-term investment.

Lynn Tukei, the Public Relations Manager of the Capital Markets Authority, said the sandbox will help unlock opportunities in product innovation, enhanced service delivery, advanced advisory analytics and research, and new ways of connecting investors with capital.

Through the sandbox, CMA hopes to strengthen the country’s financial ecosystem by allowing innovators to pilot ideas in a controlled environment that balances flexibility with accountability.

The Capital Markets Authority of Uganda, established in 1996, is a statutory body mandated to promote, develop, and regulate capital markets in Uganda.

Since its inception, the Authority has worked to enhance transparency, investor confidence, and the growth of a vibrant, technology-driven financial sector.
