Newly appointed Minister of State for Finance, Planning and Economic Development (General Duties), Cissy Mulondo, has thanked President Museveni for honouring what she described as an agreement they made during the 2026 election period.

Mulondo said the President asked her not to continue contesting after she lost the NRM primaries for the Luwero District Woman MP seat and promised to find another opportunity for her to serve Ugandans.

Speaking during Eid al-Adha prayers in Luwero, Mulondo expressed gratitude for the appointment and pledged to work tirelessly to improve the lives of the people of Luweero.

“I am happy that the people of Luweero have welcomed my appointment. This is the time for us to serve the people of Luweero without division, and I ask everyone to work together with me so that I can fulfil my responsibilities,” Mulondo said.

Mulondo lost the NRM party primaries to Agnes Kirabo but later challenged the results, claiming the process was unfair. However, during President Museveni’s campaign launch at Bukalasa, the President reportedly asked her to step down from the race and promised to consider her for another role in government, an offer she accepted.

The new minister now joins other cabinet members from the greater Luweero region, including Alice Kaboyo, Minister in charge of the Luweero Triangle-Rwenzori Region, John Chrysostom Muyingo, State Minister for Higher Education, and Joseph Kabuye Kyofatogabye, State Minister for Kampala and MP for Nakaseke Central.

Meanwhile, Katikamu North MP Denis Sekabira said the appointments alone may not necessarily change the situation in Luweero unless the ministers focus on serving the people rather than political interests.

“We are not moved by the appointments because agents always act in the interests of their principal. Whatever these ministers do should not only serve President Museveni’s interests but also address the needs of the people of Luweero,” Sekabira said.

He urged the newly appointed ministers, particularly those from the Luweero area, to prioritize service delivery and ensure that long-standing government pledges to the people of Luweero are fulfilled.

During the Eid prayers held at Kasana Mosque, Luwero District Kadhi Ramadhan Mulindwa called upon Muslims to remain united and extend support to the needy, saying the spirit of Eid al-Adha emphasizes sacrifice, compassion, and helping others.
