The Inspector General of Police (IGP), Abas Byakagaba, has appointed Assistant Commissioner of Police (ACP) Francis Chemusto as the Election Zonal Commander for the Karamoja sub-region ahead of the 2026 general elections.
Chemusto, who also serves as the Commandant of the Anti-Stock Theft Unit (ASTU), will now double as the regional elections security head.
He will coordinate security operations across Karamoja to ensure a smooth and peaceful electoral process.
On September 30, Chemusto met with the joint security team to unveil a shared National Election Master Plan. The plan details measures to protect candidates, voters, and electoral materials during the polls.
“We are set and will maintain vigilance, teamwork, and professional conduct to ensure a peaceful and credible electoral process,” Chemusto said, reassuring the public of the security preparedness.
Police leadership noted that the appointment underscores its commitment to strengthening election security in the region.
