Worst District Chairpersons named, to have salaries deducted

Legislators sitting on the Parliamentary Local Government Accounts Committee have warned all district chairpersons across the Country against interfering in the operations of the Accounting officers arguing that a section of district political heads have become arrogant and bullies to the Chief Administrative Officers.

Meeting all the District and Municipality Accounting officers at Parliament, the committee Chairperson Regan Okumu who is concerned that the funding of local governments has reduced from 10 to 30%, named the worst district chairperson who have become a burden asking for money from their accounting officers.

Okumu named the district chairpersons of Mbale, Apac and Pader for being at the forefront of undermining the operations of the Accounting officer by bullying and ordering them to divert public resources for their personal benefits.

The Committee that is angered by the behavior of the named chairpersons, also ordered the Accounting Officers to deduct salaries of the politicians before the end of their political tenure.

The Committee also named the accounting officers for Nakapiripiti, Amudat and Koboko as the most incompetent CAO’s in their roles.

However, the Mityana Chief Administrative Officer was named the best accounting officers.

In a meeting attended by all Chief Administrative Officers, Municipality town clerks, Auditor general, Inspector General of government, CID, permanent Secretaries of the line Ministries, the Secretary to the treasury was tasked to explain why he also bullies accounting officers.

The Committee is also dismayed with the frequent transfer of accounting officers arguing they are not fair to the stability of the district and Municipality operations.

Okumu also sounded a warning to the Office of the Inspector General of Government against taking original documents from the Accounting officers in case of investigations as they affect the works of the auditor General.
