He further promised to engage and empower young people, supporting their personal growth and improved quality of life.

Following President Museveni's appointment of Balaam as the State Minister for Gender, Labour, and Social Development in charge of youth, Barugahara expressed his appreciation to the President, referring to him as the father of the nation.

"I would also like to congratulate all the other appointed members of the Cabinet. This appointment not only reflects confidence in me from my first unit, MK Army, but also from the MK Movement, now known as the Patriotic League of Uganda (PLU), Bunyoro, and the patriotic youth of Uganda," he stated.

Balaam also acknowledged the significance of his appointment for the art industry, including artists and promoters, as well as the business community of Uganda.

"I express my deep gratitude to my role model and Uganda's next President, Gen Muhoozi, for identifying, training, mentoring, deploying, and entrusting me to be his Deputy in the entire Western Uganda," he added.

Barugahara expressed his enthusiasm for collaborating with and supporting the President in his visionary and deliberate efforts to achieve socio-economic transformation, particularly for the youth of Uganda.

"I pledge to serve Uganda in a patriotic manner, listen to the youth and their concerns, engage with them, mobilize them, and empower them to enhance their lives," he said.

Barugahara, an accomplished businessman and event promoter, owns Balaam Marketing and Promotion Agency, along with several other enterprises, including two radio stations in Uganda and one in South Sudan.

He also owns a water bottling company in Juba, South Sudan, and a five-star hotel in Masindi, among other establishments.

He actively participates in the Rotary Club in Muyenga Tank Hill and has been a member of the Uganda Red Cross Society since 1998.
