BREAKING: CID Summons Former KCCA Bosses Kisaka, Luyimbazi
At Kibuli, the officials face investigators who have in the recent past sent several legislators to the coolers at Kira Division Police.
Dorothy Kisaka, David Luyimbazi and Daniel Okello are likely to spend at least Monday night in police cells as the stench of Kiteezi landfill garbage hits them harder.
The stench this time is what the Police Criminal Investigations Department (CID) will lay on the table of the interrogation room in Kibuli on Monday for former Executive Director of the Kampala Capital City Authority (KCCA) Kisaka and her deputy Luyimbazi, as well as ex director of public health Okello to explain.
The investigation are on the orders of President Museveni, who in his dismissal of the trio from office last month ordered CID and other crime management agencies to "thoroughly investigate the matter further, focusing on the angle of criminal negligence associated with this distressing event".
Thirty-two people were killed and scores injured when tonnes of garbage collapsed and buried several homes in Lusanja, Kitetika, and Kiteezi villages on August 11.
In the wake of the tragedy, officials traded blames, with Ms Kisaka taking the flak for apparently ignoring dire reports that the landfill posed imminent danger to people living in the vicinity.
During the search and recovery of bodies from the stench-filled rubble, Police found remains of toddlers, children, women.
Straight to jail
Sources in Kibuli Kisaka, Luyimbazi and Okello have the same destination as several top figures who have walked into Kibuli in corruption investigations before them - going under custody and being charged in court of law.
This is because at Kibuli, the officials face investigators who have in the recent past sent several legislators to the coolers at Kira Division Police.
Legislators Cissy Namujju, Yusuf Mutembuli, Paul Akamba and Michael Mawanda have all been to Kibuli and booked their ticket to police cell.
As well as the MPs, the CID pried open the enigma of former Trade minister permanent secretary Geraldine Ssali, who took the same cold ticket to Kira Division Police en route to court and prison.
According to sources at CID by the time they are summoned, a lot of work had been done and they are taken to court and files handed over to DPP.
Mr Museveni took action on the officials after the Inspector General of Government, in a report, "clearly outlined the severe oversight and negligence exhibited by these officials," the President said.
The investigation the President instituted against the officials aims to hold accountable those responsible for the mismanagement of the facility and prevent similar incidents in the future.
Ms Kisaka, a lawyer and corporate executive, was appointed as the executive director of KCCA on June 12, 2020.
She was elevated to the role more than a year after the first KCCA political appointee, Ms Jennifer Musisi, had left under controversial circumstances.
