Robert Kabushenga, Richard Byarugaba and Frank Rusa missing on the final shortlist of 12 published by the Public Service Commission as government moves to fill the substantive position of executive editor at the City Hall.

It is not Kabushenga's maiden foray into the Spaces platform. Two years ago, the former Vision Group chief executive made waves on then Twitter with regular Spaces on topical issues of the day.
