President Felix Tshisekedi has opted to stay virtual but Paul Kagame of Rwanda arrived in Dar for the summit also attended by President Museveni in person

On January 29, 2025, East African Community (EAC) leaders held a virtual emergency meeting calling for an immediate ceasefire in eastern DRC.

In December 2022, the group agreed to a cessation of hostilities and pulled back after making a push toward Goma. At the time, they said they were giving regional peacekeeping efforts a chance, which led to the deployment of regional forces in DR Congo. Tshisekedi has since expelled them.
