There was widespread celebration in Katakwi District after Vice President Maj. (Rtd) Jessica Alupo was officially nominated to contest as an NRM candidate for the Katakwi Woman MP seat in the party’s forthcoming primaries.

The nomination was held at the NRM Electoral Commission headquarters on Plot 13, Kyadondo Road in Kampala.

Back home in Katakwi, residents expressed joy and confidence in Alupo’s continued leadership, praising her for her effective representation and for driving visible development across the district.

From Ongongoja to Toroma, Ngariam, to Usuk and other sub-counties, locals say infrastructure, health services, education, and youth and Women employment opportunities have improved significantly under Alupo’s leadership.

“She has brought government closer to us. The roads, health centres, and youth skilling projects speak for themselves,” said a resident of Toroma.

Another community leader in Ngariam added, “We see the fruits of her leadership every day. Our children have access to better schools, and more women are economically empowered through government programs.”

Speaking after her nomination, Vice President Alupo thanked the NRM leadership for the opportunity and reaffirmed her commitment to serving with integrity and vision.

Her nomination sets the stage for what is expected to be a spirited campaign in the NRM primaries as the party positions itself for the 2026 general elections.

The nomination marks a significant milestone for Katakwi residents who have continuously praised Alupo for her dedicated and effective representation in the 11th Parliament.

A Celebrated Leader Returns to Serve

Alupo, a seasoned politician and leader with a strong background in public service, expressed gratitude to the NRM for the trust and confidence bestowed upon her.

In her acceptance speech, Alupo reiterated her commitment to serving Katakwi and the country by implementing the NRM manifesto for 2026-2031, emphasizing that the task of translating the manifesto into actionable policies would be her primary responsibility as the Woman MP.

"Being elected to the 12th Parliament will be a constitutional mandate to not only legislate but also to ensure effective budgeting, representation, and oversight for the benefit of Katakwi and Uganda at large," Alupo said

NRM Manifesto 2026-2031: A Roadmap for Progress

Alupo unveiled her manifesto, which aligns with the core principles of the NRM party Nationalism, Pan-Africanism, Socio-Economic Transformation, and Democracy.

Her manifesto outlines clear, strategic priorities across multiple sectors to uplift Katakwi District and contribute to national development.

She pledges to work collaboratively with President  Museveni, government agencies, development partners, private sector stakeholders, and the people of Uganda to achieve these goals.

Key Focus Areas in Alupo’s Manifesto

Security

Alupo commits to working closely with the President, security agencies, and local leaders to maintain peace and protect the lives and property of Katakwi and Ugandans.

She will also advocate for the welfare of war veterans, ensuring that their terminal benefits and support for their widows and orphans are properly managed.

In Education

The Vice President plans to champion the establishment of a technical institute in Toroma County and expand educational facilities in underserved areas, including parishes without primary schools and sub-counties lacking secondary schools.

She emphasized promoting science education to increase access to government loan schemes for higher education and improving teacher recruitment and training to boost education quality.

She will also continue supporting scholarships for gifted but disadvantaged students and motivate top performers through awards and scholastic materials.

Health

Alupo intends to fast-track the establishment of a super-specialized hospital in Katakwi District, alongside improving Health Centre IVs and IIIs across the district.

She will work to ensure timely delivery of essential drugs, promote health camps addressing non-communicable diseases, and intensify efforts to reduce maternal and infant mortality rates.

She also plans to secure more ambulances to serve various counties within Katakwi.

Energy

Her manifesto highlights plans to extend electricity to all sub-county headquarters, schools, health centers, and trading centers.

She supports the installation of solar energy systems in rural areas to improve access to power for essential services.

Agriculture

Recognizing agriculture as the backbone of the district’s economy, Alupo will facilitate access to heavy-duty and walking tractors to promote commercial farming.

She will organize training in modern farming techniques and value addition, desilt valley dams to improve water retention, and distribute improved breeds of livestock and crops.

Women, Youth, Elderly, and Disabled

Alupo has prioritized support for Savings and Credit Cooperative Organizations (SACCOs) and savings groups targeting vulnerable populations.

She also intends to promote sports, create skills development opportunities, and facilitate access to government funds like Emyooga and Youth Fund. Social assistance grants for the elderly and provision of mobility aids will also remain a key focus.

Spirituality and Culture

She plans to collaborate with religious and cultural institutions to promote moral values, social cohesion, and preserve cultural heritage, encouraging communities to engage in wealth creation through cultural empowerment.

Water and Sanitation

Alupo pledges to mobilize resources for drilling more boreholes, especially solar-powered piped water systems, and promote community adherence to public health standards to prevent disease.

Environment and Conservation

She will promote tree planting campaigns to combat climate change and preserve the district’s natural environment.

Livelihoods and Economy

Her agenda includes mobilizing farmers to adopt commercial farming, supporting wealth creation programs like PDM, Emyooga, and other government initiatives aimed at elevating households out of poverty. She also aims to attract investment and promote industrialization.

Local Government and Infrastructure

Alupo supports the creation of additional administrative units, including the anticipated Toroma District, to improve governance and service delivery.

She also plans to improve road infrastructure and facilitate motorboat services on Lake Opeta for better connectivity.
