Go to court if you don't like how RDCs work, says Dombo

The Director of Communications at the National Resistance Movement (NRM), Mr Emmanuel Dombo, has challenged anyone questioning the manner of operations of the RDCs to go to court where they can be addressed.

Mr Dombo was responding criticism from the shadow minister for internal affairs, Ms Betty Nambooze, who says RDCs focus on campaigning for NRM instead of service delivery.

But according to Dombo, RDCs have a duty work to keep nrm in power and this should be taken as number one priority.

The office of the RDC is established under article 203 of the 1995 constitution as well as article 71 of the local government 1997.

These, who are appointed as public servants and drawing their salaries from the consolidated funds have mandates including;

Monitor the implementation of central and local government services in the district, Act as chairperson of the district security committee and Carry out such functions as maybe assigned by the president or prescribed by parliament by law.

However, several RDCs have attracted criticism in their mode of operations, with the shadow minister for internal affairs Betty Nambooze describing them as biased and partisan when it comes to service delivery.

"They are partisan and clearly NRM. They are party members hiding behind the of the RDC to draw funds from the consolidated funds," said Nambooze.

"They are NRM campaign agents," she added.

However, Dombo says RDCs are public servants with political appointments and must therefore front their leaders political interest without fail.

According to Dombo, anyone offended with the manner of operations of these officers has a right to challenge them in the courts of law.
