The government has launched the Mid-Term Review for the NRM Manifesto 2021-2026, to ascertain the progress of the manifesto after two and a half years of implementation.
This concept paper entails the processes of undertaking the midterm review of the manifesto by the Manifesto Implementation Unit in 2023.
It details the proposed workplan, justification, methodology, timeframe and budget for successful implementation of the activity.
Speaking at the launch, the Minister for Presidency, Milly Babalanda, revealed that by the end of the second year of the implementation, government had achieved over 20 percent of the commitments.
She noted that in the financial 2022-2023, the economy grew by 5.5 percent, which was an improvement from the 4.6 percent and 3.5 percent registered in the year 2021-2022 and 2020-2021 respectively, a trend she said has helped in creating of more jobs.
“This has seen for more jobs increased by 3.03 percent from 1,380,970 employees in 2020-2021 to 1,422,857 employees in 2021-2022,” Babalanda said.
Additionally, she noted that all the planned 10,566 parishes have received over 100 million under the Parish Development Model and over 390 billion is being disbursed under the Emyooga program.
“Substantial financial support has been extended to youth enterprises and women groups, with Shs1.918 billion disbursed to 6,063 youth enterprises under the Youth Venture Capital Fund, providing employment to an estimated 12,126 youth.
Shs25.15 billion has been disbursed to 3,544 women groups, benefiting 30,142 beneficiaries under the Women Enterprise Fund,” she added.
“As of today, 25710 Parish-based associations and 6,748 in Emyooga circles have been mobilized. Government has completed the construction of 102 new secondary schools and 600 staff houses for the teachers.”
Online manifesto reporting system
At the same event, Babalanda launched the Online Manifesto Reporting System, an innovative initiative that will help in tracking transparency and accountability in government ministries and agencies.
According to the Minister, this initiative will go a long way in evaluating the progress made against the commitments in the 2021-2026 manifesto.
“It fills me with immense pride to inaugurate this transformative Manifesto Reporting tool, which will play a crucial role in ensuring transparency and accountability in our governance. With its implementation, we are poised to streamline the monitoring and evaluation process, ultimately empowering us to better serve the needs of our citizens.” the minister said.
The senior Presidential Advisor on the manifesto, Prof Ephraim Kamuntu commended the new initiative saying it will help to analyze the performance of key government officials and agencies.
According to the director, Manifesto Implementation Unit in the Office of the President, Willis Bashaasha, the new reporting tool will enhance tracking of government commitments.
“This is another innovation that was developed by the (Manifesto Implementation) Unit as an online reporting tool to enable the MDAs (Ministries, Departments and Agencies) to continually update their performance on the manifesto commitments,” Bashaasha said.
“We are saying we want to have timely reports, and we are easing the process of reporting,” he added.
