Museveni Launches Wealth Creation Drive in Greater Mubende, Praises Poultry Farmer in Kyankwanzi

Launched in 2022, the Parish Development Model is one of Uganda’s flagship programs designed to transition the country’s population—especially the 39% still reliant on subsistence farming—into a monetized, cash-based economy.

President Yoweri Kaguta Museveni on Tuesday, April 15th, officially launched the Greater Mubende Wealth Creation Tour in Kyankwanzi District, marking a significant push for poverty alleviation through the government's Parish Development Model (PDM) initiative.

The tour commenced with a visit to Bugomolwa Central Village in Nkandwa Sub-county, where the President met Patrick Matovu Balongo, a 2023 beneficiary of the PDM.

Matovu used the Shs1 million he received through the program to establish a poultry project focused on local chicken rearing.

His success story served as a model for the effective utilization of government support.

President Museveni lauded Matovu for his entrepreneurial spirit and for transforming the financial aid into a sustainable income-generating venture for his family.

“This is exactly what we envisioned with the Parish Development Model,” said the President.

“When beneficiaries invest wisely and start repaying their loans by the second year, each parish can build a strong revolving fund, growing up to Shs800 million.”

During the event, President Museveni also took the opportunity to address the issue of corruption.

He urged citizens to be vigilant and report any officials involved in mismanaging public resources, emphasizing that corrupt officials would not be tolerated.

“Corrupt officials will not be tolerated. We are watching, and their days are numbered,” he warned.

Matovu’s poultry project not only improved his own livelihood but has also inspired other community members, showcasing the potential of the PDM when applied effectively.

Launched in 2022, the Parish Development Model is one of Uganda’s flagship programs designed to transition the country’s population—especially the 39% still reliant on subsistence farming—into a monetized, cash-based economy.

The initiative provides financial assistance at the parish level.

Each parish currently receives Shs100 million annually under the PDM. In an effort to accelerate its impact, the government plans to double this amount to Shs200 million per parish.

The Greater Mubende Wealth Creation Tour will continue to cover several districts, highlighting local success stories and encouraging the productive use of PDM funds to drive economic transformation at the grassroots level.
