Police council to decide fate of demoted officer redeployed as new Rukungiri DPC – Kasingye
Police spokesperson AIGP Asan Kasingye has cleared the air on the fate of Superintendent of Police Moses Nanoka who has been appointed as the new Rukungiri DPC.
In a message by Gen.Kale Kayihura in a 21, October message replaced ASP Richard Emuna with Moses Nanoka as Rukungiri DPC following the bloody incident last week that led to death of one person.

Nanoka had prior to this new deployment been convicted and demoted by the police disciplinary court early this year.
However, responding to questions from journalists, Kasingye said there was nothing wrong with deploying Nanoka as the Rukungiri DPC.
"He(Nanoka) appealed against the conviction and sentence saying he was wrongly convicted,"Kasingye said.
On conviction, the police disciplinary court demoted Nanoka to the rank of Assistant Superintendent of police (ASP).
However, describing himself as the chairman for the Police Appeals Court,Kasingye explained that the police officer in question appealed and his fate is yet to be determined.
When a police officer appeals against a sentence or conviction, the police appeals court sits and listens to the arguments of the appellant before making a report forwarded to police council to decide the fate of the affected officer.
"Until the police council rules in that matter, he is still a serving officer."
"The police council sit twice a year and is slated to sit in two weeks’ time to decide his fate,"Kasingye said.
He however noted that the police council can advise that the affected officer be tried again or can decide to concur with the decision of the lower court.
