If the Future is Digital, Are Rural Youth Learning Digital Skills Early Enough?

My first real lesson in digital literacy came not in a classroom, but while applying for graduate studies abroad.


Today, conversations about the future of work are increasingly centred on artificial intelligence, digital transformation and the growing demand for digital skills. Yet as these discussions gather momentum, I often think about the many young people in rural Uganda whose everyday realities remain far removed from this digital future.


Reflecting on my own journey growing up in a rural community, digital skills were never part of my education. Access to computers was extremely limited, internet connectivity was almost non-existent, and even after completing secondary school, owning a smartphone was beyond my family's means.


My experience is not unique. For many learners in rural Uganda, digital exclusion begins long before adulthood—it starts in school.


The Rural Digital Divide Begins in School


One of the main reasons many learners leave school without basic digital competencies is that digital literacy is still not treated as a core component of Uganda's education system. As long as it remains optional, investment in the infrastructure, equipment and human resources needed to teach it will continue to receive limited priority.


The consequences are evident across many schools.


Computer laboratories are either unavailable or insufficient. Even where they exist, a small number of computers is often expected to serve hundreds of learners.


According to a recent UNICEF digital readiness assessment of secondary schools, conducted in partnership with the Mastercard Foundation, about 80% of schools reported having computer laboratories. However, the average ratio was only one digital device for every 63 students.


Connectivity presents another major challenge. The same assessment found that 39% of secondary schools are not connected to the national electricity grid, while 41% experience unreliable electricity supply.


A separate study in northern Uganda found that more than 17,500 primary schools remain without internet connectivity, with many still relying on hazardous lighting such as kerosene lamps. Even in schools where digital infrastructure exists, a shortage of teachers with digital skills limits effective instruction.


I came to understand the consequences of this gap when I was admitted to a university in Costa Rica. Completing the application process required basic digital competencies such as typing, navigating websites and communicating through email—skills many of my peers had acquired years earlier but which were entirely new to me.


We cannot expect rural youth to take advantage of digital opportunities if their first meaningful interaction with technology comes at university, in the workplace or after they start a business.


Preparing future-ready citizens must begin much earlier.


Introducing digital literacy as a compulsory subject in primary schools would allow children from all backgrounds to develop confidence in using technology from an early age.


Learners could gradually acquire age-appropriate skills such as basic computer operations, typing, online safety and information literacy.


Building on that foundation, compulsory digital literacy throughout secondary school would enable every learner to develop intermediate competencies, including internet navigation, digital content creation, responsible technology use and other practical digital skills.


Making digital literacy a core subject would also provide a stronger justification for sustained government investment in school digital infrastructure, reliable electricity, internet connectivity and teacher training.


The Cost of Learning Too Late


The effects of limited digital literacy followed me into higher education.


During my first two semesters at university, I had to spend considerable time learning basic computer skills while my classmates focused on their coursework. Assignments that others completed in a few hours often took me several days because I was still learning how to type, format documents and use digital tools.


The impact extended beyond academics.


Many of my classmates applied online for entrepreneurship funding opportunities during our first year at university. Several secured funding and launched businesses they continue to run today.


I missed many of those opportunities because I lacked the digital skills needed to search for information, complete online applications and submit the required documentation.


Preparing rural youth for the digital economy cannot be left to schools alone.


Government, development partners, educational institutions and private sector actors all have a role to play in ensuring that young people acquire the digital competencies required to participate fully in an increasingly digital world.


If learners receive strong foundational digital skills during primary and secondary education, development partners and innovation ecosystems can focus on helping them build advanced capabilities.


Organisations such as the Mastercard Foundation, Outbox, Refactory Academy, Women in Technology Uganda, Enabel and the World Bank are already investing in advanced digital skills programmes for young people.


However, an important question remains: how many rural youth are able to benefit fully from these programmes if they begin with little or no foundational digital literacy?


With strong digital foundations, young people would be better positioned to develop advanced skills in areas such as coding, artificial intelligence, digital entrepreneurship, e-commerce, digital marketing and other emerging technologies.


In my own case, acquiring digital skills transformed my opportunities.


It enabled me to apply for and secure admission to pursue a master's degree in the United Kingdom. Those same skills later helped me identify professional opportunities, submit online applications and ultimately secure employment with an international organisation.


A truly inclusive digital future for rural youth begins with equitable access to digital education.


The real question is not whether digital skills are essential—they already are.


The question is whether Uganda will act quickly enough to ensure that every young person, regardless of where they are born or the school they attend, has an equal opportunity to participate in and benefit from the digital economy.
