Appearing on NBS TV's Elections 360 show, Muliika said when someone is just after money he or she is bound to lose reasoning due to lack of civic education.
"The Electoral Commission is mandated to give civic education. Once you don't have a goal, the only thing you talk about is money which is not good,"he said.
He said those who are money minded are more likely to fight or cause harm to each other which is not good especially at this time as the country heads to the polls in 2021.
"I heard that in Sembabule some people gave money. We should compete in ideas and when you are competing in ideas, you don't have to fight,"he added.
He said a political party must have an ideology before it goes into elections.
Muliika advised Ugandans to always change leaders without necessary engaging in violence which may at the end of the day lead to loss of lives.
