The legal Aid Service Providers Network (LASPNET) will provide pro bono (free) legal services for kidnap victims and relatives of people who have been murdered.
Addressing the media yesterday in Kampala, Dr. Sylvia Namubiru, the executive director LASPNET attributed the increasing cases of crimes to the failure by government agencies to provide clear reports on investigations.
“The loopholes spring from failure to come out with proper reports by the security organs,” she noted.
She urged security personnel to always put their effort in fighting the high crime rate in the country than diverting their effort in blocking opposition rallies.
“When there is demonstration, when these political leaders are calling for their meetings, you always see the all security apparatus in control and in action,” she said.
She called upon security agencies to always respond to the cases of kidnap like the way they respond when there is riot in any part of the country.
“The moment the police get a lead that someone has been kidnapped, how are they responding? Are they responding in the manner in which they respond when there is demonstration?” she asked.
She also questioned the skilling of security personnel saying that there is a big capacity gap in the forces.
“I think there is capacity gap. If they killed Joan Kagezi, they continued to kill Kaweesi and these are high profile people, they continue to kill Muslim clerics ,they killed Kirumira...now they have left the high profile people and are going for ordinary people and they are still killing,” she said.
