Kamuli mayor, speaker want town clerk sacked over incompetence

The Kamuli municipal council Mayor David Musasizi has demanded for the transfer of the town clerk Ronald Baganzi.

Musasizi has threatened not to pass the municipality 2019/2020 budget until the the Ministry of Local Government transfers the town clerk.

Musasizi blames Baganzi for costing Kamuli a chance to access nine billion shillings meant for infrastructure development from the World Bank.

Kamuli was entitled to the monies from the World Bank under the Uganda Support to Municipal Infrastructure Development. Kamuli had been listed as one of the municipalities meant to benefit from the funds.

The money is meant to enable road construction and installation of street lights.

However, Kamuli leadership was informed by the Local Government Permanent Secretary Ben Kumumanya that their municipality had repeatedly failed to meet the minimum requirements to access the funds. Among the requirements is that Kamuli have a substantive engineer and chief finance officer.

Musasizi blames Baganzi for filling to fill these crucial positions despite being alerted by the municipal executive in 2018. The current officer bearers in those positions are in acting capacity.

The mayor has now called upon the Local Government to transfer Baganzi who he accuses of not being, "A team player."

Kamuli muncipality speaker Crispus Kawuzi has also threatened not to call a council meeting until Baganzi is transferred.

Town clerk Baganzi declined to make a comment when contacted for this article.

Kamuli  is one of the new municipalities which started being operational in 2015.
