Government agencies have been urged to deliberately integrate digital solutions into their planning and budgets as Uganda prepares to roll out the Fourth National Development Plan (NDP IV).
The call was made on Wednesday by Uganda Communications Commission (UCC) Executive Director Nyombi Thembo during the 5th Heads of Government Agencies (HOGA) meeting, convened in collaboration with the Office of the Prime Minister.
“As we enter the Fourth National Development Plan, the emphasis is on productivity and digital transformation,” Nyombi said, noting that agencies must move beyond policy discussions and invest in practical digital systems that improve service delivery.
Nyombi said Uganda’s expanding digital economy provides a strong foundation for transformation, citing 44.3 million mobile subscriptions and 16.5 million internet users nationwide.
He added that government interventions have focused on inclusion, with 63 telecom sites established in underserved areas and more than 520 ICT laboratories set up in public schools through universal access programmes.
Nyombi also announced the rollout of the Golden Posts Initiative, which aims to improve access to government information through platforms that deliver over 200 daily updates, including to citizens without smartphones.
He emphasised that digital infrastructure underpins key sectors such as health, agriculture and trade, and called on heads of agencies to adopt technology as a tool for coordination and accountability.
“The communications sector is not standalone. It enables every other sector,” Nyombi said, urging agencies to align their budgets with digital priorities to build a more capable and coordinated state.
