Uganda has announced major strides in its ICT sector, including 12 percent annual growth and expanding broadband coverage, as the government seeks re-election to the International Telecommunication Union (ITU) Council for the 2026–2030 term.

Delivering Uganda’s policy statement at the World Telecommunication Development Conference (WTDC) 2025 in Baku, State Minister for ICT and National Guidance Godfrey Kabbyanga Baluku said the country’s digital transformation agenda is accelerating, with 4G geographical coverage now at 72 percent.

Kabbyanga said government is targeting 90 percent coverage within the next five years as part of a broader strategy to power Uganda’s ten-fold economic growth plan through science, technology and innovation.

“Our focus is on expanding meaningful connectivity, integrating digital solutions in key sectors, and uplifting underserved communities,” the minister told the global gathering.

He highlighted the ongoing e-Booster programme, which he said is already transforming livelihoods in agriculture, fisheries, education and among persons with disabilities by providing ICT tools and digital support services.

The minister urged stronger global partnerships to close persistent gaps in technology and skills, particularly in cybersecurity, artificial intelligence, cloud services, data analytics and robotics.

He commended the ITU for spearheading training and capacity-building initiatives such as the AI Skills Coalition and the ITU Academy.

“Uganda will continue championing a multi-stakeholder, inclusive and development-focused digital ecosystem to ensure that no citizen is left behind,” Kabbyanga said.

He announced Uganda’s bid to remain on the ITU Council, saying continued membership would allow the country to contribute to shaping global ICT policy, standards and digital-inclusion efforts.
