Mao Launches 6th Strategic Plan to Boost Service Delivery Across Uganda

The Ministry of Justice and Constitutional Affairs has launched its 6th Strategic Plan for 2025–2030, alongside Service Delivery Standards and a Client Charter, aimed at enhancing public access to justice and improving government service delivery.

Officiating at the launch, Minister for Justice and Constitutional Affairs Norbert Mao expressed optimism that the new Strategic Plan and Client Charter will strengthen the implementation of the law across the country and ensure Ugandans receive timely and efficient legal services.

The plan prioritizes improving service delivery, which includes constructing additional ministry offices nationwide and collaborating with other government entities to address service gaps.

Permanent Secretary Robert Kasande highlighted that the Service Delivery Standards promote consistency, accountability, and transparency within the ministry.

During the launch, the ministry also celebrated key achievements, including representing the government in over 60,000 court cases, saving public funds, and contributing significantly to the national resource envelope.

Minister Mao acknowledged existing challenges in law implementation but reaffirmed that the Strategic Plan and Client Charter will enhance services to both citizens and government agencies.

Kasande further urged the public to embrace technology as part of the ministry’s modernization agenda, emphasizing that innovation is key to efficient service delivery.

The 6th Strategic Plan was launched under the theme: “Facilitation of Socio-economic Transformation through Provision of Efficient and Effective Legal Services.”

It aligns with the National Development Plan IV, in accordance with Regulation 18(1) of the National Planning Authority Development Regulations, 2018, and Section A-n 30 of the Public Service Standing Orders.
