Democratic Front's Mathias Mpuuga is awaiting a certificate of financial implication from the Finance Ministry before tabling the Political Parties Amendment Bill in Parliament—a move seen as crucial for proposed electoral reforms ahead of Uganda’s 2026 elections.

 

The National Coordinator of the Democratic Front (DF), Mathias Mpuuga, has said he is still waiting for a certificate of financial implication from the Ministry of Finance before he can formally table the Political Parties Amendment Bill in Parliament.

The proposed legislation introduces key electoral reforms ahead of the 2026 general elections.

Although Parliament granted Mpuuga leave in May to introduce the private member’s bill—which seeks to allow for party mergers and coalitions—the required financial clearance remains pending.

Addressing a press conference at the DF headquarters in Kampala, Mpuuga reminded the public that the Finance Ministry is legally obligated to issue the certificate within 60 days.

“If the ministry fails to act within the stipulated timeframe, Parliament should allow me to proceed without it,” Mpuuga asserted.

He also took a swipe at political actors and institutions resisting or neglecting electoral reforms, warning that failure to amend current laws could undermine democratic progress.

Mpuuga expressed disappointment in fellow opposition parties for remaining silent on such a critical matter, especially with the 2026 polls drawing near.

In the same briefing, Mpuuga announced that the Democratic Front will hold its inaugural Delegates’ Conference on June 26, 2025, in Masaka City.

The party will elect its leadership during this conference, followed by its official launch on June 27 at the same venue.

“The decision to hold these milestone events in Masaka reflects our commitment to decentralization and flexibility in party operations,” Mpuuga explained.

He also revealed that the DF has opened nominations for individuals intending to contest under its banner in 2026. Nomination forms will be available starting Tuesday.

The party’s interim electoral committee, chaired by Isael Ssemyalo and comprising eight members, will oversee the internal election process and distribution of party cards.

Mpuuga reaffirmed the Democratic Front’s resolve to push for electoral reforms and build an inclusive political platform that responds to the country’s democratic needs.
