Minister Ecweru Hails Chinese Company CCCC for Role in Uganda's Development

The State Minister for Works and Transport, Musa Ecweru, has reiterated Uganda’s unwavering commitment to deepening partnerships in infrastructure development, during a courtesy visit to China Communications Construction Company (CCCC) in Macao, China.

Ecweru, who was accompanied by a delegation from the Ministry of Works and Transport, was received by Mr. Liang Qingshan, the Deputy General Manager of CCCC.

The visit served as both a gesture of appreciation and an opportunity to strengthen bilateral cooperation with the firm that has been instrumental in delivering Uganda’s landmark infrastructure projects.

“Over the years, with your outstanding expertise and strong project execution capabilities, your company has delivered multiple landmark projects in Uganda,” Ecweru remarked, citing the Kampala–Entebbe Expressway and the ongoing expansion of Entebbe International Airport.

“These projects have greatly improved our transportation conditions and injected strong momentum into Uganda’s socio-economic development.”

The Minister also applauded CCCC for its commitment to corporate social responsibility, particularly in job creation, skills transfer to Ugandan workers, and upholding environmental and social safeguards across its projects.

Hon. Ecweru reaffirmed Uganda’s readiness to collaborate on a new pipeline of infrastructure projects, noting the government's prioritisation of highways, bridges, ports, railways, and urban development to support Uganda Vision 2040.

“Moving forward, Uganda stands ready to work with CCCC to continuously expand our cooperation, deepen strategic collaboration, and create more exemplary projects,” he stated.

In alignment with Uganda's development goals, the Minister also emphasised the need for innovative and sustainable financing models. He pointed to growing interest in engaging Chinese financial institutions to back Uganda’s infrastructure ambitions.

“Uganda Government is willing to work hand in hand with CCCC to actively engage Chinese financial institutions and explore sustainable financing mechanisms,” Ecweru noted, highlighting the importance of developing bankable projects that can attract concessional and blended financing.

China Communications Construction Company has been a key player in Uganda’s infrastructure landscape, with several flagship projects under its belt.

The ongoing engagement signals Uganda’s strategic intent to consolidate these partnerships as the country accelerates its infrastructure development agenda.
