A cattle keeper in Opara Sub County, Amuru District, has blocked a public road, forcing residents to seek permission to pass through—prompting government concern.
State Minister for Northern Uganda, Dr Kenneth Omona, visited the area and called the situation unacceptable.
“The road is blocked, and the public requires permission to pass through,” he said.
“This is a public road, and it's unacceptable that it's being occupied by a private individual.”
The road, which serves as a vital link for residents and travellers, remains inaccessible without the cattle keeper’s consent.
Locals say the closure has disrupted transport and affected access to social services, especially during the rainy season.
Dr Omona’s intervention signals a possible government response to restore the road’s public use.
As the minister responsible for regional development, he vowed to follow up with relevant authorities to resolve the issue.
The incident has drawn attention to broader questions about land use, public infrastructure, and how local enforcement handles illegal occupation.
Authorities in Amuru have yet to confirm what measures they plan to take against the cattle keeper.
The community now awaits official action to reclaim the road and restore public access.
