KCCA Issues Deadline for Developers to Legalise Unauthorised Constructions
Non-compliance, the Authority says, constitutes a criminal offence punishable by fines, imprisonment of up to two years, or both

Kampala Capital City Authority (KCCA) has issued a stern warning to developers operating without the necessary building and development permits, giving them until 15th August 2025 to comply or face legal action.

In a public notice issued on Monday, KCCA emphasised that under Section 35(1) of the Physical Planning Act and Section 34 of the Building Control Act, all developers are required to obtain approvals before commencing any construction within the city.

Non-compliance, the Authority says, constitutes a criminal offence punishable by fines, imprisonment of up to two years, or both.

To support compliance, KCCA has announced a grace period running from 20th May to 15th August 2025, during which non-compliant developers must regularise their developments by submitting development and building plan applications through the Authority’s official portal.
