As Kitagwenda District prepares to welcome President Museveni on May 18, 2025, for an inspection of the Parish Development Model (PDM), former Kitagwenda County MP Abbas Agaba Mugisa has urged local leaders to raise critical development concerns during the visit.
Agaba identified three main priorities to present to the President. He called for the creation of an additional parliamentary constituency in Kitagwenda, noting the district’s population growth demands better representation and improved service delivery.
He also pressed for the elevation of Ntara Health Centre IV to a full district hospital to meet rising healthcare needs.
“Our people deserve better health services. Upgrading Ntara Health Centre IV is long overdue,” Agaba said.
The former MP further reminded leaders to follow up on President Museveni’s 2016 pledge to tarmac the Ibanda–Kitagwenda–Mahyoro–Rubirizi road, a vital artery for local trade and mobility.
“That road is a lifeline for our economy. Tarmacking it would boost trade, ease transportation, and improve access to services,” he added.
Beyond these, Agaba stressed the importance of expanding access to essential utilities like clean water and electricity to all parts of Kitagwenda, describing these as basic needs long awaited by residents.
President Museveni’s tour will focus on evaluating the Parish Development Model, a flagship government initiative aimed at reducing poverty through grassroots community development.
Local leaders and residents hope the visit will bring renewed attention to their enduring infrastructure and service delivery challenges.
